Neon Sprawl v0.15

This is a big one! I got rid of the ashcan version of the rules PDF and replaced it with a totally new layout that uses the Explorer Design Template. It’s about twice as long now (no longer a microgame…?), but I hope it’s much more readable.

None of the rules changed much, although I changed position to “risk” and put it on the same scale as effect (so you can have limited risk, standard risk, great risk).
